Patch 0.75b: a tidier devlog

Quick one! A few tweaks to how devlogs show up:

Better

• The devlog lives in a little box beside your name on the dashboard now, instead of pushing everything down. It shows the newest post, and a number when there's something you haven't read.
• New patch notes show up in the game too. While you're playing, a little gold button tells you there's something new. Tap it, and the devlog opens in a new tab, so you don't lose your place.
• When you open the devlog, everything new since your last visit sits together at the top, so you can catch up in one go.
• New posts don't fill up your notification bell anymore. Replies to your comments still do!
